Los Angeles Cannabis and Dispensary Renewal Requirements: When to Hire an Architect

If you own a dispensary, cannabis manufacturing facility, or distribution business in the City of Los Angeles, the updated cannabis renewal requirements make architectural planning an important next step.

For operators who have not yet submitted building plans, understanding the architect engagement requirement and the LADBS Clearance Summary Worksheet—often called the CSW—can help you prepare for upcoming milestones.

What Is Required for the 2027 Cannabis Renewal?

The 2027 renewal period runs from September 1 through November 2, 2026.

Applicants and licensees must submit the LIC-4025 Public Health, Building & Operating Permits Attestation and identify either:

  • An actively licensed California architect or engineer retained to prepare building plans, including their name and license number; or

  • An LADBS building permit application number for plans already submitted.

Is This a New Requirement for Every Dispensary?

Los Angeles updated its local cannabis renewal milestones in 2026. This is a City of Los Angeles requirement, rather than a new statewide rule requiring every dispensary to hire an architect.

Businesses that have already submitted plans may provide their existing LADBS application number. Operators outside the City should confirm their own jurisdiction’s requirements. Review current DCR guidance.

What Does “DCA Architect” Mean?

When searching for a DCA architect, business owners are generally looking for a California-licensed architect whose active license can be verified through the Department of Consumer Affairs, or DCA.

DCA architect verification is a check of the professional’s California license—not a separate cannabis architectural certification. DCR or CDR: Which Agency Handles Cannabis Renewal?

The correct abbreviation is DCR, the City of Los Angeles Department of Cannabis Regulation. If you have heard or searched for “CDR,” DCR is the agency name to use when looking for the City’s cannabis renewal forms and instructions.

DCR handles the local renewal process, while LADBS reviews building plans and issues building permits. Visit DCR’s renewal resources.

What Is a CSW?

CSW stands for Clearance Summary Worksheet. It identifies the agency clearances required during the LADBS permitting process.

For the 2028 renewal cycle in fall 2027, the City requires a building permit application number and an in-progress CSW. The architectural engagement during the current cycle helps businesses prepare for that next submission milestone.

Later milestones require building and Public Health permits, followed by a Certificate of Occupancy or qualifying final LADBS inspection. A DCR Operating Permit must be obtained before January 1, 2031. View the official milestone schedule.

  • What accessibility and building-code issues need review.

  • Which engineering consultants may be required.

  • What drawings and agency coordination should be included in the project scope.

Retaining an architect means engaging a professional to perform defined architectural work. It involves more than supplying a name and license number for a renewal form.

What Documents Should You Gather?

Before meeting with an architect, prepare your facility address, DCR record number, current licenses, available approved plans, building permits, and Certificate of Occupancy. Include any inspection reports, correction notices, equipment information, and a description of your operations.
